Latin America, the “Democratic” Party and Never-Trumpsters

There are three important stories in the news within the past week relating to Latin America.

First, the Trump administration has appointed Elliott Abrams U.S. Special Representative for Iran.  For those of us who have been interested in Latin America for decades, Elliott Abrams is a criminal who is widely despised.  He should be in jail.  If there was anything like a justice system for high level corporate, political and white collar criminals, he would be.

As Common Dreams (8/6/20 ) has noted, “Abrams is one of the architects of right-wing “regime change.”  He “has made a career of lying and committing criminal acts that have led to the death and suffering of innocent people from Guatemala to Iraq.”  “He embraces militarism, covers up for gross human rights abuses, and has a history of supporting authoritarian regimes.”

As if this wasn’t enough, Abrams pleaded guilty to lying to Congress in 1991 as part of the Iran-Contra affair.  He was later pardoned by George H.W. Bush.  Abrams admitted that he had willfully withheld information from congress in 1986 when he testified about the “secret Contra supply network and his role in soliciting a $10 million contribution for anti-Sandinista rebels in Nicaragua” (the Contras).

The second story is about the release of a report detailing a State Department plan for regime change in Nicaragua intended to oust popularly elected members of the Sandinistas.

Ben Norton reports in The Grayzone that:

  • This newly released document outlines plans for USAID to oversee a regime-change plan to oust Nicaragua’s elected leftist government.
  • USAID (also widely despised in Latin America), is planning to establish a “market economy” in Nicaragua and purge the Sandinistas.
  • The socialist government in Nicaragua is democratically elected.
  • USAID, as always, functions here as a “regime-change” vehicle that “uses the pretense of humanitarian aid to advance Washington’s aggressive foreign-policy interests.”
  • The document presents this as a plan for “Nicaragua’s transition to democracy.” This is a euphemism for removing the leftist Sandinistas.
  • The report doesn’t even pretend to be anything but a hardline neoconservative document. It refers to the “Ortega regime”  and makes it clear that the intent is to install a “neoliberal administration that will privatize the economy and…purge all institutions of any trace of the leftist Sandinista movement.”

The third, and related story, is that Joe Biden has recruited Anna Navarro to help him mobilize the Hispanic vote.  The Democrats are opening positions of power within the party to a variety of never-Trump Republicans who have no goals or interests in common with publicly stated Democratic positions.

As Ban Norton (3/1/20) points out in his article published on The Gray Zone, Navarro has become “something of a celebrity among the anti-Trump republicans…”  She has also become a welcome anti-Trump Republican voice among the corporate media.  She is, for example, a frequent commentator on CNN and “The View.”

As Norton points out, “corporate media networks give Navarro a massive platform to attack progressives like Bernie Sanders and rebrand her neoconservative politics before impressionable liberal viewers who despise Trump, Navarro’s professional background has faced little scrutiny.”

Navarro, however, “lobbied for El Salvador’s corruption-drenched right-wing government.”   “Foreign Agents Registration Act (FARA) documents reviewed by The Grayzone reveal that Ana Navarro and her Republican lobbyist husband, Al Cárdenas, have worked with some of the most corrupt right-wing governments in recent Latin American history, including leaders who have overseen egregious human rights abuses and been convicted for serious criminal offenses.”

“Navarro hails from a wealthy family in Nicaragua, and still today she remains a staunch supporter of the Contras, far-right death squads that the CIA armed and trained in the 1980s in a regime-change war targeting the country’s socialist Sandinista government. The Contras waged a relentless terrorist campaign, massacring and torturing civilians in hopes of destabilizing the country. And Navarro has celebrated them as freedom fighters.

Navarro, now calls herself a “strategist” has branded herself a “moderate.”

None of this bodes well for Nicaragua or Latin America.  And, it only reinforces the argument that Joe Biden, the corporate Democrats and the corporate media are turning the Democratic Party into Republican-light.  It gives us even less reason to stay with the party.

Elliott Abrams Should be in Prison. A New Low for the Trump Administration. The Criminal Mind

This is a good summary of some of the reasons Elliott Abrams should be in prison: Common Dreams, August 6, 2020

Abrams’ resume includes:

  • In the 1980s, he defended the infamous Guatemalan General Efraín Ríos Montt, whose violent crackdown on the indigenous Ixil Mayan people of Guatemala was so brutal that it was classified as genocide by the United Nations.
  • He denied that the Salvadoran military was responsible for the devastating El Mozote massacre where, in 1981, a U.S.-trained battalion murdered more than 500 civilians, slitting the throats of children along the way. Not only did Abrams deny the massacre and push for continued US support for the notoriously brutal Salvadoran government, but he even claimed in a 1994 interview that “the U.S. administration’s record in El Salvador is one of fabulous achievement.”
  • He is vehemently anti-Palestinian and shamelessly supports Israel. As George Bush’s aide on the National Security Council, Abrams did everything he could to thwart peace negotiations. He repeatedly undercut any U.S. pressure on Israel to stop the building of settlements and cited the Holocaust as justification for Israel’s killings of Palestinians (Jews are “a people who had learned from history what happens to Jews without security”). In 2015, he applauded then-Speaker John Boehner’s decision to invite Netanyahu to address Congress without the approval of President Obama. He lauds Evangelical descriptions of Israel such as the belief that “Israel is connected to the idea that God favors and protects Americans.”
  • In 1991, Abrams pled guilty to withholding information from Congress related to his involvement in the Iran-Contra scandal, the secret and illegal scam in the 1980s to siphon profits from Iranian weapons sales to support the right-wing Contra rebels trying to overthrow the Sandinista government.
  • Abrams was a key supporter of the disastrous invasion of Iraq. In 1998, he submitted a letter to President Clinton encouraging him to depose Saddam Hussein. As Deputy National Security Advisor for Global Democracy Strategy during George W. Bush’s second term, Abrams was in charge of promoting Bush’s strategy of “advancing democracy abroad.”
  • Abrams championed the U.S. overthrow of Muammar Gaddafi in Libya, echoing the tactics used by the neocons for intervention in Iraq.
  • Abrams’ opposition to the Iran Nuclear Deal is epitomized by his attempts to encourage Israel to bomb Iran’s nuclear sites before negotiations became too serious. He expressed concern that Israel’s capacity to impede the deal was “already being narrowed considerably by the diplomatic thaw, because it is one thing to bomb Iran when it appears hopelessly recalcitrant and isolated and quite another to bomb it when much of the world — especially the United States — is optimistic about the prospect of talks.”
  • In January 2019, Abrams was appointed to be the U.S. Special Representative for Venezuela, and used his position to support an attempted coup, quash diplomatic talks, and increase brutal sanctions, even during the pandemic.

Abrams has now been appointed as the U.S. envoy for Iran, managing a situation that is already a tinderbox, with the Iranian people suffering immensely from U.S. sanctions. Rather than receiving this new position, Elliott Abrams should be barred for life from government positions and recognized as the war criminal that he is.

Authoritarianism: Anonymous Police and the Elimination of Expertise

The Slouch Toward Authoritarianism

Armed federal agents, dressed in combat gear, have been sent into the streets of Portland, Oregon against the wishes of local authorities.  These agents display no identifying information and are taking citizens off the streets in unmarked cars to undisclosed locations.  The agents are reporting to the Department of Homeland Security.

In a strong stand against such unbridled intervention, the House Appropriations Committee just approved a new Homeland Security Funding Bill.

The Oregon Attorney General has sued over the deployment of the federal agents and asked for a restraining order.  The Trump administration is expressing disdain over the objections of local officials and publicity threatened to send more anonymous police into other Demcratic-led cities.

According to an interview on MSNBC (7/20/20) with Ryan Haas, Oregon Public Broadcasting:

  • Protestors are sometimes not even near federal property.
  • People are being taken in for questioning inside the federal courthouse.
  • Charges range from pointing something at federal officers, assault of federal officer, and defacing property.

The administration dismissed warnings of local officials that the actions of the federal agents is making the situation worse.  In fact, that is likely exactly what they want.  They are being sent into Democratic-run cities, generating conflict and confrontation with protestors, in order to scare the suburbs into thinking that violence is widespread and escalating.

DHS, therefore, has been transformed into a political arm for the Republican candidate.

The use of secret police is common in authoritarian governments, but again, as with all the moves toward authoritarian control in this country, the corporate media fails to sound the alarm and normalizes the activities.  While they spend hours and hours talking about Trump’s psychology and dysfunctional family history, they have no commentators talking about the implications of using the federal government as instruments of political power.  In addition, CNN, is blurring out the faces of the federal agents so that they can’t be recognized.

In another move common, indeed essential, to authoritarian leaders, Trump is installing loyalists to senior roles at the Pentagon.  These toadies are being put in place as “acting” officials, thus skirting a Senate confirmation process.  The administration just announced that they are assigning a 33-year-old White House chief technology officer to be the head of the research and engineering for the entire Department of Defense.

The man has a bachelor’s degree in political science and is replacing a man with a Ph.D. in aerospace engineering.

The Trump administration is discussing installing a “Fox News regular” to be the Pentagon’s top policy official.

The assurance of loyalty and the elimination of expertise is essential to establishing authoritarian rule.  We have seen this play out during the Trump administration in the State Department, the CDC, and now the Pentagon.

Podcast: Broken Jeffrey Epstein

Podcast: Broken Jeffrey Epstein

This is a fascinating and heartbreaking podcast about two of Jeffrey Epstein and Ghislaine Maxwell’s victims.  The choice of these two victims in particular illustrates the class nature of the exploitation.

The stories also illustrate another crucial point about the media coverage of the Epstein case.  Journalists are presenting the Epstein/Maxwell story as if it exists outside of the context of the international political blackmail scheme of which it was a part.  The host of the podcast even talks about Epstein’s “pathology” as if this is a story about mental illness.

The Epstein/Maxwell story is not only about sexual exploitation, it is about political power.  It seems to me to be perfectly obvious that Bill Barr’s father, himself with a history of clandestine activity, saw early on the potential Epstein had to advance the goals of compromising political enemies.

What Epstein and Maxwell ran was a ruthless systematic, methodical  recruiting, grooming, and utilizing business.  They recruited, groomed, educated and placed the right young women in strategic places to compromise and secure the complicity of important people for political purposes.

To discuss this operation as the raging mental illness of one man, or a man and a woman is to completely distort the nature and purpose of this operation.

The stories of two victims are talked about in this podcast – Melissa, a talented cellist and Michelle, a high school student in Palm Beach.  Michelle fits the profile of the hundreds of girls the pair lured into Epstein’s property, abused and then discarded.  Melissa is an example of a young woman who was recruited, groomed over a period of years and then discarded partly due to her own lack of willingness to comply.  Even though a substantial amount of time and money was spent on the long-term grooming of Melissa, she was never sexually assaulted.

The host of the podcast explains the long-term investment in Melissa as an example of Epstein’s “pathology” of power.  She argues that Melissa illustrates Epstein’s obsession, indeed “addiction” to power games.

The host, however, completely ignores what is the more obvious explanation for Melissa’s experience.  Epstein and Maxwell were not just sexually exploiting young women for their own sexual gratification.  They were methodically grooming young women and placing them in strategic positions to compromise political targets.  You don’t just send a lower class little girl into a high society environment and expect her to seduce Prince Andrew.  You groom, make beholden, and place a Julliard cellist in the room with Prince Andrew and then use that young woman to compromise the target.

That is exactly what they tried to do with Melissa.  They spent years supporting her financially, working her into a pseudo-family situation with them and then even demanding that she attend the higher status school, Julliard, to make her a more attractive lure.  Epstein’s “pathology” didn’t prevent him from spending years cultivating this girl.  But, the journalist here, doesn’t even discuss this.  Instead she launches off on a discussion of Epstein’s supposed power mad psychology.

The issue here is not psychology.  That’s not even what’s interesting or significant about the case.  But, the corporate media will turn the story into a lurid tabloid narrative to avoid talking about this massive, international kompromat ring.  That is not only a shame.  It is yet another example of the corporate media distorting reality, maintaining a delusion which protects powerful people who are aggressively pursuing an authoritarian agenda.

Glynn County Commissioners: Update, Job for Indicted Police Chief

The Brunswick News is reporting this morning that the Glynn County Commissioners (the county where Ahmaud Arbery was killed) “deferred” to create a job for the Police Chief who has been indicted.  Just let this sink in.  The Glynn County Commissioners were creating a job out of reserve county funds (at a time of a pandemic) for a police chief who has been indicted.

Powell was the Police Chief when Ahmaud Arbery was killed and his officers failed to make an arrest of the killers.  They also phoned Arbery’s mother and told her that Arbery had been killed during a break-in.  One of the men who killed Arbery is a former police officer.

John Powell and the County Commissioners presided over the Glynn County Police at a time when the agency was involved in repeated scandals including a now disbanded narcotics unit, a police officer who was allowed to stalk and finally kill his ex-girlfriend, and a woman shot inside her car.

One of the County Commissioners narrowly escaped being prosecuted for insurance fraud recently because he got his wife to plead guilty to the charges and argue that he didn’t pay any attention to what was going on in his own insurance company.

These men must be removed from office, never allowed to hold office again and shunned.

 

Job Being Created for Arbery Police Chief, Glynn County Georgia

Ahmaud Arbery was killed in Glynn County, Georgia about a mile from my house.  The man in charge of the police department at the time, John Powell, was indicted the same month after a series of scandals involving the Glynn County Police Department.

The County Commissioners are meeting today, June 25, 2020 and are likely to vote to use county reserve funds to create a job for John Powell.  The Commissioners (including one of whom recently just escaped being prosecuted for insurance fraud because his wife plead guilty to the charges) is creating a $150,000 a year job for this man.

“ The state of Mississippi allowed tens of millions of dollars in federal anti-poverty funds to be used in ways that did little or nothing to help the poor, with two nonprofit groups instead using the money on lobbyists, football tickets, religious concerts and fitness programs for state lawmakers, according to a scathing audit released on Monday.”

 

According to the report, released by the state auditor’s office, the money also enriched celebrities with Mississippi ties, among them Brett Favre, a former N.F.L. quarterback whose Favre Enterprises was paid $1.1 million by a nonprofit group that received the welfare funds. The payments were for speaking engagements that Mr. Favre did not attend, the auditors said.

 

Other large sums went to a family of pro wrestlers whose flamboyant patriarch, Ted DiBiase, earned national fame performing as the “Million Dollar Man.” In a news conference on Monday, Shad White, the state auditor, said it was possible that many recipients of the money did not know it had come from the federal welfare program.

 

Mr. Favre could not be reached for comment Monday. Mr. DiBiase declined to comment.

 

Mr. White called the findings “the most egregious misspending my staff have seen in their careers.” The audit found that more than $98 million from the federal Temporary Assistance for Needy Families program, or TANF, was funneled to the two Mississippi-based nonprofit groups over three years. About $94 million of that was “questioned” by state auditors, meaning the money was in all likelihood misspent or the auditors could not verify that it had been spent legally, Mr. White said.

 

The breadth of the audit — which auditors said included funds that were “misspent, converted to personal use, spent on family members and friends of staffers and grantees or wasted” — raises broad questions about the efficacy of America’s social safety net.

 

In 1996, the TANF program converted the old federal welfare system, in which cash benefits to poor families were deemed an entitlement, to a system of block grants issued to the states. The new program created work rules and time limits on aid — and, notably, gave each state much more leeway on how to spend the money. Critics say that states do not have to clearly justify that they are spending the money on helping the poor.

 

“There’s this incredible amount of flexibility,” said LaDonna Pavetti, vice president for family income support policy at the Center on Budget and Policy Priorities. “It could allow for a lot of things to happen.”

 

Mississippi Republican lawmakers concerned about the misuse of federal funds have enacted safeguards to prevent fraud by potential welfare recipients. A ThinkProgress article found that in 2016, only 167 of the 11,700 Mississippi families who applied for a TANF payment were approved.

 

For those who support anti-poverty initiatives, the unfolding scandal has left a particularly bitter taste. “It’s just, ‘How can you?’” said Oleta Garrett Fitzgerald, southern regional director for the Children’s Defense Fund.

 

Monday’s audit comes after the arrest in February of John Davis, the former director of the Mississippi Department of Human Services, the agency that distributes the federal welfare block grants. Mr. Davis is accused of taking part in a multimillion-dollar embezzlement scheme.

 

Five other people were charged in the apparent scheme, including Nancy New, a politically connected figure who was the executive director of the Mississippi Community Education Center, one of the two nonprofit groups mentioned in the report. All have pleaded not guilty.

 

According to the auditor’s report, sub-grantees who received federal money through Mr. Davis’s group told auditors that Mr. Davis often signed off verbally on the projects they intended to fund, leaving holes in any paper trail. Mr. Davis’s nephew and brother-in-law received work contracts, either through his department, Ms. New’s group, or the other nonprofit group that received money, the Family Resource Center of North Mississippi, the audit states.

 

Mr. Davis, in a statement to a congressional committee last year, said that Mississippi welfare officials were using the program “to address the needs of those we serve. We see this as a way to eliminate one of the last barriers to finding true self-sufficiency for those who seek to not be dependent on needs-based programs.”

 

The report also shed light on payments made to entities connected to the wrestling family, and the mixture of self-help and evangelizing that the welfare money was supposedly funding. Mr. DiBiase is listed on federal tax forms as the principal officer of a religious nonprofit called Heart of David Ministries. The report shows the ministry received roughly $1.9 million over three years.

 

One of his sons, Ted DiBiase Jr., also a wrestler, is listed on state records as the registered agent and officer of a company called Priceless Ventures, which offered a self-help program, “The Law of 16.” The company received more than $2 million, auditors said.

Auditors said that another son of the elder Mr. DiBiase, Brett DiBiase, also a wrestler, was paid with welfare funds to teach antidrug classes. But Mr. DiBiase, who was one of the six people indicted in February, never gave those classes, auditors said.

 

Ms. New, the head of the Mississippi Community Education Center, is a well-connected longtime educator who ran a private school in Jackson. Her work in the welfare field was feted by conservatives for helping poor people achieve self-sufficiency.

 

Mr. White’s office, in a statement, said the group was “particularly dependent” on TANF funding “and engaged in significant misspending.” From 2016 to 2019, the statement said, the group was given more than $60 million in welfare money, and raised less than $1.6 million from other sources.

 

Among the questionable spending by the nonprofit, the statement said, was the purchase of three trucks costing more than $50,000 each, which Mr. White said were used by Ms. New and two of her sons. Her lawyer could not be reached for comment.

 

The broader scandal is one of numerous major problems the state is facing, including the coronavirus pandemic and a prison system in crisis.

 

Danny Blanton, a spokesman for the human services department, said on Monday that steps were being taken to clean it up, including a planned forensic audit. Mr. White said that a state criminal investigation into the misuse of funds continues, in coordination with federal investigators.

Pollution for Profit

  • A new E.P.A. policy would revoke a 2011 finding that the chemical perchlorate should be regulated. This is a toxic chemical that contaminates water and has been linked to fetal and infant brain damage.
  • This policy defies a court order that required the agency to establish safe drinking-water standards for the chemical by the end of June.
  • The policy both acknowledges that exposure to high levels of the chemical can cause I.Q. damage and also opts not to limits the use of the chemical.
  • Both the Defense Department and military contractors such as Lockheed Martin and Northrop Grumman waged aggressive efforts to block the controls on the chemical.
  • The administration is using the fact that states like California and Massachusetts regulate the chemical to argue that few public water systems now contain perchlorate at high levels and so the nationwide monitoring of the chemical would outweigh the benefits.

The Elimination of Oversight

  • This is just another move in a series of movies to eliminate independent government watchdogs.
  • Trump said in a letter that his replacement “meets the appropriate qualifications” for the position. The appropriate qualifications are unquestioning subservience to Donald Trump and his cronies.
  • Part of this replacement is evidently an attempt to protect Secretary Pompeo from an investigation into his misuse of a political appointee to perform personal task for him and his wife.
  • In the past few months, Trump has removed Health and Human Services Inspector General Christi Grimm who had issued a report critical of the administration’s response to the coronavirus. He also removed the Intelligence community’s inspector general, Michael Atkinson.

  • A Nebraska-based private jet company whose principle owner donated to Trump and the Republicans before the 2016 election, received a $20 million taxpayer-paid for aid from the federal bailout package in March.
  • This was the second private plane company founded or owned by Trump donors to receive funds designed for the airline industry.
  • The other company’s founder gave nearly $50,000 to the Republican National Committee and Trump. They got $27 million in federal funds.
