To combat endemic corruption, the Russian government usually requires senior officials to make annual declarations of assets and incomes. But the new decree, signed by Mr. Putin on Thursday and backdated to the start of the invasion, exempts Russian officials in the occupied territories from normal restrictions on receiving outside financial contributions — which some military analysts interpreted as giving cover to corruption or the seizure of private property.
