Unfortunately, I am one of the people whose Twitter account is displaying “an error has occurred” and “Tweets aren’t loading now.”  This is evidently happening all over the world.

• Anders Aslund: Putin has signed a decree ordering 134,500 new conscripts into the army as part of Russia’s annual spring draft.

UKRAINE WORLD

• Madrid has sent 10 planes with military offensive equipment to Ukraine.

THE TIMES

• Britain is concerned that the US, France and Germany will push Ukraine to “settle” and make significant concessions in peace talks.
• Zelensky was said to have told Britain’s Johnson that he was concerned that Moscow was exploiting talks to reposition and strengthen its forces.
